Formal Dispute Resolution (FDR)
Definition: An optional process that allows facilities to formally challenge specific deficiency citations after the survey process is complete, separate from the Informal Dispute Resolution process.
In Practice
FDR is a more formal process than IDR and may involve a hearing or review panel. It does not delay the requirement to submit a Plan of Correction. Facilities must weigh the cost and effort of pursuing formal dispute against the potential benefit of having a deficiency removed.
